Being able to dodge the issue is not a good option as I see it. If they are
making this a
requirement then WE need to make having an accessible one THEIR obligation.

First, you'd have to convince me that handhelds are anything more than
overpriced toys. Personally, I'd really resent being told I had to fork out
800 dollars for one of them. In this case, being able to dodge the
requirement might not be a bad thing.
