Purpose of Program: To provide grants or enter into cooperative
agreements to improve postsecondary education opportunities.
Eligible Applicants: Institutions of higher education or
combinations of those institutions & other public & private
nonprofit institutions & agencies.
Applications Available: September 18, 2003.
Deadline for Transmittal of Preapplications: November 3, 2003.
Deadline for Transmittal of Final Applications: March 22, 2004.
Estimated Available Funds: $9,000,000 for new awards.
Estimated Range of Awards: $50,000-$275,000 per year.
Estimated Average Size of Awards: $156,000 per year.

Rehabilitation Long-Term Training-Vocational Rehabilitation
Counseling (Federal Register: September 17, 2003 [CFDA# 84.129B])

Purpose of Program: The Rehabilitation Long-Term Training program
provides financial assistance for: (1) Projects that provide basic
or advanced training leading to an academic degree in areas of
personnel shortages in rehabilitation as identified by the
Secretary; (2) Projects that provide a specified series of courses
or program of study leading to award of a certificate in areas of
personnel shortages in rehabilitation as identified by the
Secretary; & (3) Projects that provide support for medical
residents enrolled in residency training programs in the specialty
of physical medicine & rehabilitation.
Eligible Applicants: States & public or nonprofit agencies &
organizations, including Indian tribes & institutions of higher
education, are eligible for assistance under the Rehabilitation
Training program.
Applications Available: September 17, 2003.
Deadline for Transmittal of Applications: October 31, 2003.
Estimated Available Funds: The Administration has requested
$42,629,000 for the Rehabilitation Training program for FY 2004, of
which an estimated $3,600,000 would be allocated for this
competition. The actual level of funding, if any, depends on final
congressional action. However, we are inviting applications to
allow enough time to complete the grant process if Congress
appropriates funds for this program.
Estimated Average Size of Awards: $150,000.
Estimated Number of Awards: 24.

Purpose of Program: FI Projects must further one or both of the
following purposes: (a) Develop methods, procedures, &
rehabilitation technology that maximize the full inclusion &
integration into society, employment, independent living, family
support, & economic & social self-sufficiency of individuals with
disabilities, especially individuals with the most severe
disabilities; or (b) improve the effectiveness of services
authorized under the Rehabilitation Act of 1973 (Act), as amended.
FI projects carry out either research activities or development
activities.
Eligible Applicants: States; public or private agencies,
including for-profit agencies; public or private organizations,
including for-profit organizations; institutions of higher
education; & Indian tribes & tribal organizations.
Applications available: September 25, 2003
Deadline for transmittal of applications: December 9, 2003
Estimated available funds: $4,500,000
Maximum award amount (per year): $150,000
Estimated number of awards: 30
==> Advanced Rehabilitation Research Training Projects (CFDA#
84.133P)
Purpose of Program: ARRT projects must provide research
training & experience at an advanced level to individuals with
doctorates or similar advanced degrees who have clinical or other
relevant experience. ARRT projects train rehabilitation
researchers, including individuals with disabilities, with
particular attention to research areas that support the
implementation & objectives of the Rehabilitation Act of 1973, as
amended (Act), & that improve the effectiveness of services
authorized under the Act.
Eligible Applicants: Institutions of higher education.
Applications available: September 25, 2003
Deadline for transmittal of applications: November 24, 2003
Estimated available funds: $750,000
Maximum award amount (per year): $150,000
Estimated number of awards: 3-5
