Try clicking on Start -> Settings -> Printers and faxes -> then highlighting
the stubborn printer. Right mouse click it, then click on properties.  On the
security tab, check to see that "Everyone" is permitted to print to it. If not,
click the add button, then enter the word "Everyone" (without the quotes)
for the object name. It should be accepted. Highlight Everyone, then look
in the box beneath to see what permissions have been granted and check
print if it is not already checked.  This should allow any user logged on to
that computer to print to that printer. You shouldn't have to worry about
sharing it, but that would be the next step, if the security permissions are
correct, but you still can't print to it under any account but Administrator.
