The question is, why won't your parents let you handle your money?  Have you
tried sticking to a budget before?  Have you asked them to help you draw up a
budget and how to allocate your money?  Maybe if you asked them to show you
how to do it, instead of just asking, they'd be more agreeable.

If they still don't agree, then ask your caseworker.
