Because they aren't smart enough to use birth control, IMHO.  Also because
there's a 'welfare culture' that produces a mindset of dependence on social
services to take care of things, and not take responsibility for one's life
and consequences.  Fortunately this seems to be changing due to 'workfare'
programmes as women get jobs and get off welfare.  Unfortunately the soft
economy is undoing the good these programmes have done as businesses lay off
workers.

As I've said here before, Bush doesn't seem to be in tune with the rest of
the country.
