You can purchase self adhesive key cap covers from a variety of mail order
companies that sell low vision devices. The key caps stick on the top of
the key. They seem to stay on for years. I have had key cap covers on
several computers for quite a long time. The covers are large print (which)
may not matter to you) and also have braille.
You should contact LS&S GROUP at (800) 468-4789 or Independent Living Aids
at (800) 537-2118. I assume these same type of covers exist elsewhere, but
I know that both of these places have them.
I do not know of covers that slip over the keys, however.
