That would not be consistant with any of the STANDARDS.  (Unless there
was a 19th century barn inside the Chrysler building during its period
of significance.  Which could happen, if the barn were there and some
significant event happend, or a significant person were suddenly to
build the barn and become associated with it.  What is the period of
significance for the Chrysler building anyway?

In any evern, the reconstruction standard applied to both buildings
without them previously associated in this way would create a situation
that never existed in history, and therefore....
