I have found Lieber's potato starch at Tel Aviv Kosher Meats at 2495 Irving
Street.  So far, I have verified with the Rabbi that the pot. starch in a
can has no possibility for cross-contamination and have yet to verify with
the manufacturer their corroboration as to any cross-contamination risk.
However, last year at Passover time, the manufacturer's owner claimed that
no cross-contamination was present.  I thought that I'd get the word out
before Passover is over.
