I am not sure this is such a great idea by NIH.

1. The color contrast and text size features are already built-in to major
browsers.  Why not just help people learn about those features, instead of
building them in to the website?

The could also provide alternative style sheets for the high contrast
setting and larger text which are supported by Netscape Navigator 6+,
Mozilla 1.0+ and Opera.

2. Putting in a speech feature raises interoperability and training issues.
I think people interested in accessible design would make this a high
priority.  This seems like this is the pull down menu compatibility and
usability issues all over again, except with speech.  Besides the number of
web developers who want to try to maintain this type of technology is going
to be very small.
