that provides this copyright exemption at:

there is no stand alone copyright exemption law.  It was included as part
of a large appropriations bill by the U.S. senate.  After this
legislation was enacted, a report a few years later from the National
council on Disability found that similar legislation is needed for deaf
persons to close-caption a television program or videotape because a copy
is created in the captioning process, in violation of the American
copyright law.

the blind to get books turned into Braille, recorded
in tapes, and in electronic format, it would be of great help to us, =
