Tom's Hardware Guide has some great information about CPU temperatures with
various heatsink/fan combo's. What you describe seems a little high. Check to
see that you have adequate case ventilation as well. I have found that the
majority of heatsinks don't come very well prepped by the manufacturer. If there
is a layer of paint on the base, remove it. Also, your heatsink base may not be
making full contact with the CPU die. Sometimes the base on the heatsink can
be concave or convex in shape. I lapped the base of mine using fine grit mesh
paper ( helps to shed the fine bits sanded ) taped to a piece of glass from a
picture frame on my kitchen table. It was actually concave in shape and only
touched the CPU die on the outer edges of the base of the sink! Tom's website
had detailed instructions on this procedure. Hope this helps and good luck!
