Could be several different things, I would first suspect the power
supply, then memory. Disconnect each one of your pci cards, one at a
time a see if that helps after checking the first. Also have seen
motherboards do the same thing.

Subject: [PCBUILD] PC disaster
Hello there,
Not sure if I am going about submitting a question in the right way, but
here goes.
My PC has broken down. Out of the blue it has decided to die on me with
the following symptoms:
After booting up fine, it tries to load up the O/S (XP) but then the
loading screen disappears, the tower emits a strange growling noise, a
blue screen of death flashes up momentarily, and then the thing reboots.
It does this in a continual loop. With some cunning use of a digital
camera, I managed to record what the BSOD says:
STOP: c000021a (Fatal System Error)
The Seesion Manager Initialization system process terminated
unexpectedly with a status of 0 x 000026c (0 x 00000000 0 x 00000000)
The system has been shut down.
I have no idea what any of this means, and whether it can be fixed or
how I might go about fixing it. I hope someone might be able to help me
in my time of need!
