This is an update......I did not have the kazillion jumpers in the right
position. I positioned them as in the manual (confusing description) for
DDR and expected something to change, but I still get the same symptoms.
Looking at some of the info supplied by listers (Thanks) it looks like the 1
long 8 shorts maybe indicative of video problems, so maybe it didn't even
get to the memory portion of the routine. Not sure exactly what happens
first. Since I don't have any machine that will test the components, and I
am pretty much in the sticks, I'll take it to Phoenix next week where I can
get it checked out. Will let you know what I find out. Thanks everyone.

Funny, these boards are awful popular these days. Four of them have been
purchased by people in my office recently. As it happens, I've had my hands
on every one (I'm the resident expert on apply Arctic Silver thermal paste).
One of the tricks on this board is the memory jumpers. There's a bank of
a gajillion jumpers right in front of the memory slots on the edge of the
board. If you are using SDRAM, they are all left open, which is the
default. If you are using DDR, as in your case, you need to change them so
they are all closed. The first one I helped put together had the exact same
problem you are experiencing, and it was this set of jumpers that caused it.
