My Laptop is a Compaq 1277 Presario circa 1999/2000. MY PC is Epox
8KTA3 M'Board based circa May 2001. I would like to be able to use an
external disk to transfer info between the two devices and act as an
external backup device. So I though if I bought an external hard
drive case with hard drive and use a USB 2.0/USB 1.0 (1.1?) interface
(using the existing interfaces on the MB and laptop), I would have
what I want. Is this feasible?

What you describe is exactly what I have. Works great. I did blow
US$22 and got a PCMCIA USB 2 card for my laptop so I could backup
faster but still use the USB 1.1 on my PC. The data transfers are much
more convenient, not limited to size. With the USB 2 I can backup 4+
gig of data in a matter of minutes on my laptop.
