Perhaps the hearing impaired person and another person could use a double
kayak whereby the hearing impaired person would sit in the front.  When
there is something to communicate, the person in the back could tap the
shoulder of the hearing impaired person and he/she could turn around and
read the lips of the non-hearing person.  Hope this helps.
