Since The MB won't post, either it is bad or the cpu is bad- assuming all jumpers are correct

<I tested the power supply with an ATX tester ---I always do a bearbones setup with cpu, memory, kb, graphics card & mouse.  On boot up I hear no beeps nor do any POST error messages come on the screen.  All the fans, including the PS, work.  The monitor show its adjustment screen, but nothing else.
--power supply (hooked to MB correctly) Operating System is not installed. MB set to use ASUS JumperFree mode.
