At 72 dpi (typical minimal graphics printer resolution), standard video
frames will print about 3" x 5". Enlargement beyond this size will make the
resolution even lower -- and analog video picture quality is pretty marginal
already.

No. My Canon BJC-2000 -- near the bottom of the line -- gives quite
decent results at 72 dpi with ordinary inks and paper. If videotape is your
image source, spending jundreds of dollars on the printer and supplies is
not going to achieve much.
When I produce a shot with my digital camera that needs better quality
printing than my Canon can do, I stick it on a disk and take it over to the
printer at the local camera store. It doesn't happen often enough to
justify a fancy printer on my desk.
