The City of Madison wastes so much time and so many resources on issues that they don't truly understand and they cannot solve.
How about spending that $10,000 a year on the "Sister Neighborhood" project? Two neighborhoods, seemingly different, can discuss and share ideas about problems they have in common.
For example, a neighborhood like Maple Bluff and a neighborhood like Allied Drive can get together and discuss substance abuse, domestic violence, disobedient children (because these problems are common in Madison) and figure out what to do about them. They can discuss why these problems are so publicly evident and reported in one neighborhood and not the other and maybe they can share their tips for hiding them to reduce police presence and thereby change the neighborhood's negative image into a positive one!
