I think what you are asking here, is if a USB 2 device will work in a USB
1.1 port. Yes but at a very much slower speed. This may not matter if the
device is something like a mouse, keyboard, or printer, but  itwill make a
big difference if the device is an external hard drive. The stuff in
between, like a CD Burner, or a Scanner will depend on the speed of the
device itself. So on these, you will have to try it and see.

You can always get a USB 2.0 PCI card to add 2.0 support to an older
system. I just did this my self, and paid 12 dollars U.S at
www.cyberguys.com. But a add in USB PCI card will deliver 20 percent less
performance, then a USB 2 port that is built into the motherboard, because
of the limitation of the PCI bus itself. However, this kind of performance
degradation will only be apparent when using the fastest USB devices, such
as the quickest external hard drives.
