You haven't made it clear what you have done so far. Specifically, have you
disconnected the modem to see if the machine runs well without the modem
attached, thereby indicating a modem or cable problem? (I suppose that this
is not helpful if the client needs the modem all the time to do the work.)
Have you plugged the modem into a different usb port? Have you tried
another usb device (such as a mouse) in the suspect port?
Does the error message ask you to report it to Microsoft? In a moment of
weakness I did that once, and, then, an expanded error message allowed me
to find out what the problem was.
Is there any consistency in when/where the error message appears? You might
be able to reload software or drivers.
