Each card would be different.  But it should be under the properties for
the card. (Network Control Panel or Device Manager).
Now, with that said...why are you looking to change it.  Cards
(generally speaking) will run at the fastest available speed.  So, if
you are connecting to a system that's running at 10 mbps, then you will
only run at 10.
