BATF = Bureau of Alcohol, Tobacco & Firearms
FFL = Federal Firearms License

So what Kyle is saying, a person can buy a configuration of almost 10K rounds
of amunition before the buyer or owner has to obtain a FFL. At least that's
what I think he's saying.  In other words the guns laws are too lax (my
opinion).
