The URL delivers an error message. I found the document though and it is in
PDF and can only be partially accessed. Have you read this in its PDF
version? Perhaps they need to read a guide themselves on how to create a
document that can be easily read independently by the blind. I have
requested an accessible version. if I get it I will post it here.
