There is an online service at:

This service only test one webpage. There is also a free version that you
can download and run on your computer at:
http://www.cast.org/bobby/download.html
With this version you can check entire websites and the program gives a lot
of information and suggestions about improvement. The problem with the
Bobby program itself is, that it is written in Java and has some
accessibility problems with a number of screen readers.
They plan a command line version of the program which is more accessible
for blind users.
