Dave,
Two things come to mind..
1. The USB driver(s) are corrupt (on the Hard Drive) and Windows keeps
installing them.
2. The motherboard peripheral chipset has gone Tango Uniform at least
concerning the USB ports.
Get a good copy of the USB drivers from another WIN98 computer and install
them in the same location as the old ones.
If that doesn't work, disable the onboard USB ports in BIOS and purchase a
USB adapter card and install it. This would be much cheaper than a visit to
the computer doctor.
