Keith,
You could try sending it to Adobe themselves at:
[log in to unmask]
that automatic convertor will try to send you a text very soon.

Probably won't work but should be tried.

What happens if you ignore JFW and try to print it?
then have a sighted person look to see if anything's there.

If so you might be stuck with scanning and ocr.

I'd also write to whomever sent it you and tell them it isn't accessible
perhaps it was damaged in sending and a re-send might help.
Hopefully it is a government agency and they have to care.

an image.
