Don,

In Outlook 2003, there are certain links that M$, in it's great wisdom, has determined to be unsecure.  I'm not exactly certain how this security level is set.  But, because of that, you will not be able to press enter on that link and go directly to the page in question.  You will have to copy and paste that link into the run/open dialogs of your browser.

Hope this helps, though I'm not sure how it could.
