Correction to my last post. In step #3, I mistakenly said to press CTRL-P.
That was incorrect. Instead, you need to press CTRL-V (as in Victor).

While you're on the web page whose URL you'd like to capture ...
1. Press the F4 key, and JAWS will select and read out the URL from the
Address Bar.
2. Press CTRL-C to copy the URL to the buffer.
Now go to the document, or wherever it is that you wish to paste the URL
into. Then,
3. Press CTRL-V to paste the URL into that document.
