download the same file from another mirror or site, I have
downloaded into a DOS 8.3 compatible folder in my root
drive, and even renamed the file to a shorter name, but
nothing seems to work. I can copy the file over to another
computer and install it with no problems there, but
something is blocking it here.

By some chance you aren't running XP Pro 64 bit version
(instead of the 32 bit version) are you? It is being sold
but won't run 16 bit applications.
