constitutionally if congress approves, (and they did
twice with all the dem leaders voting for it before
they voted against it.)  he needs nothing else. once
war is approved, article two gives the commander in
chief broad powers and congress can not amend the
constitution by passing laws. that is why the courts
have and will continue to rule that things like the
controversial nsa spying is legal, the screaming of
the leading dems, notwithstanding.
