the original child credit applys to anyone who paid
taxes and reported a child on the last tax return. it
did not "refund" money to those with no tax liability.
sorta like the car companies. you don't get a rebate
if you don't buy a car. you don't get a tax refund if
you pay no taxes. most military personell don't make
enough to have a income tax liability. no tax
liability is what kept them from qualifying, not, the
fact that they were military. now, for the military's
good, dubya should address why they are payed so
poorly.
