Trisha, it wasn't France, but England whoch was supposed to help the
south.   In return, England was supposed to get unlimited exports of
agricultural goods.  They came close to recognizing the south as a
separate nation.  If they had, and if Grant had been killed by the shot
that killed a horse under him, we certainly wouldn't be singing "The
Stat Spangled Banner" as our National Anthem in Virginia, North
Carolina, or Georgia.  :)

On the states rights issue< such laws as the A.D.A., the Civil Rights
Act, the IDEA, and the Rehab act, may be classified as unconstitutional,
because they void the sovereignty of the states by congress.   In
effect, the advocates for states rights now make the states into little
nations with little accountability to Washington as to the handling of
federal funds or otherissues.

   Thanks - this morning I was trying really hard to remember the major
issues - and to tie this alltogether - weren't the french suppose to
help
the south and then didn't? I am not up on the states right issues -
would be
happy to be enlightened. In a place where feds rule!! LOL   you get
"fed"
propoganda.
