It's also a technique used by  nations' leaders to divert attention away
from their actions or the state of the citizenry.  For example, look at
Argentina and the Falklands conflict.  Nothing like a good war to stir
patriotism and divert attention away fromm a crumbling economy.
Fortunately, the whole thing back-fired in Lieutenant General Leopoldo
Galtieri's face and his military junta fell in favor of a
democratically-elected government.

Unfortunately it's easier to blame others than to take responsibility for
one's own actions.

Also, when one doesn't feel in control of one's own life or fate, it's
natural
to blame outside forces; in this case, tne Western world.  It's an attitude
all too common in the Third World, in cultures of poverty.
