A bit right-wing, Kat, but what the hell?  So am I!  It did mention National
Guard troops as being exempt, but Governor Rhodes failed to remember that
Lyndon Johnson had Federalized the National Guard for use in Vietnam.  If
you remember, that's how Dubya avoided the draft.  So when he (Rhodes) had
those kids shot at Kent State, they (N.G.) were actually acting as Federal
troops.
