If anyone could help with suggestions to the following I would be most
appreciative.

Question:  how would one restart windows 98 on a computer that has part of
it's software missing?

I realise this is a little vague and isn't my personal question, just quoted
from a message from a friend but if anyone could give suggestions I would be
appreciative.
