Hi Wilmot,
Rule 8 is an attempt to decrease the number of e-mail messages on the
list and encourage posters to post messages with more "meat" and less
"filler."
Following Rule 9 keeps messages shorter and easier to understand. For
example, this message only needs the text of Rules 8 and 9 for
readers to see what your question refers to.
Both rules are standard fare for discussion lists and are meant to
foster discussion rather than limit it.
