I have to disagree about Win 98 SE not being a complete OS. I have installed a full Win 98 SE at least 4 times from a full install Win 98 SE CD. As for why my friend couldn't install Win Me from an upgrade disk using a Win 98.1 upgrade disk as proof of the prior OS, I can't say. I only know it wouldn't let him do it. I wasn't there to observe, I only heard about it after the fact.
