Are you inquiring about Speech Recognition, as indicated by your reference to Dragon, or Speech to Text, which is referring to a speech engine which can
pronounce French?  If the later, and you have a Screen Reader, or, self-voicing Character Recognition program such as Kurzweil 1000, then, you alreay
have the tools for "text to speech".
