Hi all.  I have the traffic formats for RACES and ArES.  It is not much
different than NTS traffic format.  The only addition is in adding the time
in front of the Month and day.  The time is in 24 hr. time and it is
expressed in local time.  You also need to add whether it is in DST or EST.
