As far as I know any distribution should work with speech.  You need to
have the Speakup kernel patches (http://www.linux-speakup.org) compiled
into your kernel.  Regarding the distribution IRLP uses, I believe it is
a version of Redhat.  I can't see why though you could not get the IRLP
software running on other distributions.  It is a modified version of
Speak Freely.  If you want to learn more about Speakup take a look at
'http://linux-speakup.org'.  You may also want to consider joining the
Speakup mailing list.  You can find out more about this at the above
site in the mailing lists section.
