 Smaller Learning Communities (SLC) Program (Federal Register:

Purpose of Program: The purpose of the Smaller Learning Communities
Program is to promote academic achievement through the planning,
implementation or expansion of small, safe, & successful learning
environments in large public high schools to help ensure that all
students graduate with the knowledge & skills necessary to make
successful transitions to college & careers.
   Applications Available: July 8, 2004.
   Deadline for Transmittal of Applications: August 9, 2004.
   Deadline for Intergovernmental Review: September 7, 2004.
   Eligible Applicants: Local educational agencies (LEAs),
including schools funded by the Bureau of Indian Affairs (BIA
schools), applying on behalf of large public high schools are
eligible.  For purposes of this program, a large high school is
defined as a school that includes grades 11 & 12 & has an
enrollment of 1,000 or more students in grades 9 & above.
   Estimated Available Funds: $73,000,000.
   Estimated Number of Awards: 10 Planning Grants & 35
Implementation Grants.

 Research & Innovation to Improve Services & Results for Children
 with Disabilities -- Center on Standards & Assessment Development

Purpose of Program: The purpose of this program is to produce, &
advance the use of, knowledge to improve the results of education &
early intervention for infants, toddlers, & children with
disabilities.
   Dates: Applications Available: July 7, 2004.
   Deadline for Transmittal of Applications: August 9, 2004.
   Eligible Applicants: State educational agencies (SEAs); local
educational agencies (LEAs); institutions of higher education
(IHEs); other public agencies; nonprofit private organizations;
outlying areas; freely associated States; & Indian tribes or tribal
organizations.
   Estimated Available Funds: $1,000,000.
   Number of Awards: 1.

 Student Support Services (SSS) Program (Federal Register: July 8,
 2004 [CFDA# 84.042A])
*******************************************************************
Purpose of Program: The purpose of the SSS Program is to increase
the number of disadvantaged low-income college students, first
generation college students, & college students with disabilities
in the United States who successfully complete a program of study
at the postsecondary level of education.  The support services
provided should increase their retention & graduation rates,
facilitate their transfer from two-year to four-year colleges, &
foster an institutional climate supportive of their success.
   Dates: Applications Available: July 20, 2004.
   Deadline for Transmittal of Applications: August 31, 2004.
   Eligible Applicants: Institutions of higher education or
combinations of institutions of higher education.
   Estimated Available Funds: The Administration has requested
$266,557,000 for this program for FY 2005.  The actual level of
funding, if any, depends on final congressional action.  However,
we are inviting applications to allow enough time to complete the
grant process if Congress appropriates funds for this program.
   Estimated Range of Awards: $220,000-$350,000.
   Estimated Average Size of Awards: $280,000.

organizations.
   Estimated Available Funds: $4,800,000.
   Estimated Average Size of Awards: $600,000.
   Estimated Number of Awards: 8.
