I have had good luck with Seagate's lowlevel format tool "sgatfmt.exe"
find it here:
http://www.drivermuseum.com/files/utils/hd_u.html
scroll down to seagate then get "sgatfmt3.zip"
the page also has format tools for other brands, take your pick.
this may be a newer version than I have, but it should work on any brand of
drive
It's a simple Dos proggie that low level formats and/or verifies the drive.
I used it on a W-digital drive recently in a client's computer
that had some strange folders with cryptic names like
Dir 003%&#, possibly a virus.... that fdisk wouldn't destroy.
