Well, Herzl never realized his dream.  There was a long interregnum
after he wrote his plan, ending in the holocaust, the worst instance of
anti-semitism imaginable.  The effect was to renew interest in the plan
sufficient to force its implementation through to the realization of the
state of Israel.  Unfortunately, perhaps because the precipitating event
had been such a horrific example of anti-semitism, the zionists chose
the ancient land of Israel for their state rather than Argentina.  I see
this choice as unfortunate because, except for Nazi Germany, the Middle
East was the one place where the Jewish state was guaranteed to face the
worst anti-semitism, even though compared to the holocaust, Arab
anti-semitism has been manageable.  The zionists must have been tempted
to ignore the guarantee of Arab anti-semitism, because nothing could
compare to the holocaust.  The zionists then began to ensure continued
anti-semitism by (a) referring to Israel as a Jewish state, (b)
guaranteeing privileges to Jews who become citizens, and (c) expelling
Palestinian Arabs by the millions.  The predictable result is pretty
much what we have today.
