Randall,
You might try these: Make sure all of your cookies and temporary internet
files are removed. My advise is to do it through windows explorer rather
than the internet options approach. Repair internet explorer by going to
control panel, add/remove programs and highliting microsoft internet
explorer. Hit ok and then check repair internet explorer. Hope these help.

Subject: [PCBUILD] delayed reactions to mouse
Lately when I'm on the internet, using the mouse results in a delayed
reaction when I turn the scroll wheel, or when I click (right or left).
Delay can be anywhere from one to five seconds. I have no idea what the
problem might be, whether it is a hardware or software issue.
I'm using an older computer, amd 700 mhz, 128 ram, I use a ms optical mouse,
Win 98 se. I have run virus scans (none found), cleaned and defragged the
hd, cleaned out old files, cookies, etc.. used every applicable tool in my
Systemworks package to no avail.
I'm not exactly a tech guy, so any help would be greatly appreciated.
