You first should make every attempt to ID the device including installinging
the required drivers. If this doesn't work you could have some hardware item
that is not required and cannot be disabled in the BIOS. An example is on
board video on an Intel 810 chipset motherboard while having a PCI video card
installed. In order to stop the "Add New Hardware Wizard" first let the
device be detected and added; even if it causes a caution or error. Next go
to Device Manager, click on the device and unclick "exists in all hardware
profiles" RESTART your computer. Finally "disable this device" followed by
another RESTART. When you computer boots again you should not see the Wizard
and should have a "Red X" through the disabled device in Device Manager.
Again, I would not make this forced action unless your motherboard's chipset
or BIOS required this.
