My daughter had a computer a long time ago (386) that
would have that problem and we determined that the
hard drive was stuck. We would hit it, HARD boot it, or
whatever until it started spinning. Once it started, it
worked fine until it was powered down.
This was an old obsolete computer by that time so we
really didn't care if it failed.
In your case, I would not take a chance on it. You are
on borrowed time! Get everything off the hard drive
and dump it while you still can. Hard drives are cheap
especially compared to the frustration of dealing with
one that does't work.
