In order to find an electronic problem inside a monitor you're going to need some test equipment, the acquisition of which is neither cost-effective, nor very useful if you don't know how to use it. Parts for a 4-year old monitor will be hard to find and expensive if you find them.  You can get a monitor on ebay or some other auction very cheaply.  Plus, if you want to work on the monitor you need to unplug it for at least 24 hours before you work on it to let the capacitors discharge.  A lot of current stays in there after the plug is pulled.  Go to www.pricegrabber .com or www.pricewatch.com to find a cheap monitor if you don't like the auction scene.
