A number of people have contacted me saying my previous post was useful. I will summarize their responses later.
For now I am posting some more information.

The federal agency which has authority and responsibiliity is
US Department of Education Office of Civil Rights

They have a site which gives information both on the regulations and on complaint procedures if students right are not being met.

I spoke to several people both at headquarters and at the the closest enforcement office. You would call your local enforcemnt office for details. The complaint section tells where they are by state.
