Yes, I know of a totally blind mobility instructor. I had the opportunity
to grill him pretty closely, as I had my doubts. He pretty much had
answers for most of my questions. As with anything, as a blind person, he
needed to use some creativity for doing certain tasks differently than
would a sighted instructor.
So, yes, it is possible.
