Hi Charles,
I note in the new regs that there seems to be no provision for
sending materials in digital formats.
Seems to be limited to braille, large print or sound recordings.
This is going to be quite embarrassing when the NLS tries to send
digital talking books out free matter <G>
This also would seem to preclude sending materials free matter on
floppy or CD rom.
Also, in the definition of "Advertising," there would seem to be
an implication that requests for "support" could be considered
advertising. Could not this imply that requests for political
advocacy could be disallowed for free matter mailing?
Could these have been oversites, or, hopefully, did I miss it?
Looks like somebody goofed big time?
